"What a bummer"
The connotations of this expression are similar and sometimes can be used interchangeably, but with a tad of difference in meaning: one is more related to frustration or disappointment and the other translates to something more like a burden.

Definition- bummer:

1. A word describing the misfortune of something or someone.
2.
A situation in which no desireable result can occur
3. The President of the United States of America

Here's another way to look at the Debt Ceiling:


Let's say, You come home from work and find there has been a sewer backup in your neighborhood.... and your home has sewage all the way up to your ceilings.
 
What do you think you should do ……
Raise the ceilings, or pump out the all the putrid crud?
